"Mémoire présenté à la Faculté des études supérieures En vue de l'obtention du grade de Maîtrise en droit LL.M. (2-325-1-0)"
This paper presents fiscal decentralization points with its strengths and weaknesses and identifies conditions for success. This is done for developing countries, using information on Argentina, China, Columbia, India, Indonesia, Morocco, Pakistan and Tunisia. It is divided into three parts. The first presents the relevant concepts, the second examines some quantitative indicators and the third evaluates the conditions required for successful decentralization. Keywords : fiscal decentralization, developing countries, local governments

Polysaccharide hydrogels are biomaterials used as controlled drug delivery matrices and serve as model scaffolds for the study of many biological systems like bacterial biofilms and mucus. In every case, the transport of drugs or nutriments across a hydrogel matrix is of prime importance. Therefore, the study of transport properties in hydrogels is an important issue for many fields of application.
In this work, curdlan, a neutral bacterial polysaccharide made of
β-D-(1→3) glucose repeating units, is used as a model hydrogel. Aqueous suspensions of curdlan can form thermogels of different conformations depending on the incubation temperature. In situ characterization of the preparation of thermo-reversible (low-set) and thermo-irreversible (high-set) curdlan hydrogels was first carried out using variable temperature attenuated tot...
Tardive dyskinesia (TD) is a potentially disabling and irreversible motor complication including all persistent, abnormal, involuntary movements, classicaly caused by the chronic therapy with typical antipsychotic drugs (haloperidol, fluphenazine). Atypical antipsychotic drugs like clozapine have been introduced because they showed little potential to induce TD, raising the hope to completely eradicate this complication. However, it has been later shown that these drugs have several serious metabolic side- effects and that some atypical molecules are as responsible as typical drugs for inducing TD. Besides, the typical drugs are still widely prescribed in a large spectrum of disorders. For all these reasons, TD still constitutes a major challenge for psychotic disorders treatments especially that the pathophysiology of TD remains elusi...
