Report of the Comptroller and Auditor General
National Asset Management Agency – Management of Loans
I have, in accordance with the provisions of Section 9 of the Comptroller and Auditor General (Amendment) Act, 1993, carried out an examination of the arrangements for the management of loans by the National Asset Management Agency.
I hereby submit my report on the above examination for presentation to Dáil Éireann pursuant to Section 11 of the said Act.

In project management, stakeholders are key to ensuring the success of a project. However, research has found that not enough attention is given to the needs and influence of stakeholders. In the search of a holistic approach to stakeholder management, very few recommendations could be found in literature.
The purpose of this research is to search for key elements in literature that can be used in the development of a generic model that guides the user in the process of stakeholder management in projects. Through the investigation of peer reviewed journal articles, a model was developed that can be used to manage a project’s stakeholders.

Using a database of Spanish companies, this paper analyses the treasury
management responsibilities assumed by financial departments and develops a model to
confirm those responsibilities. We have developed an explanatory model that brings
together the main functions of the treasurer by means of two concepts: (i) “basic cash
management”, which groups the management of collections and payments, liquidity
monitoring in banking operations, short-term treasury forecasts, the management of
banking balances on value date and negotiation with financial organizations; and (ii)
“advanced cash management”, which includes the management of the financing of treasury
deficits, the management of the positioning of treasury peaks and the management of
financial risks. In this way, the definition of cash management is empirically corroborated.
The need for management of the marine ecosystem using a broad
perspective has been recommended under a variety of names. This paper
uses the term Ecosystem Management, which is seen as a convergence
between the ecological idea of an organisational hierarchy and the idea of
strategic planning with a planning hierarchy - with the ecosystem being the

With Chiptech’s current growth rate and size it has become necessary to develop a Quality Management System to enable repeatability, meet customer demands, and protect Chiptech from staff turnover. ISO 9001 was identified as a base for development, with the imperative that the system identified and developed must deliver value for Chiptech. Several frameworks were investigated, along with journal articles and discussions with industry members in order to determine the aspects that would deliver value, and determine the key success factors. Two factors were identified as critical: employee involvement, and the utilisation of metrics – both of which were leveraged for the project results and recommendations.
